OWNER'S
ENGINEER
The function of Owner's Engineer is to assist the Owner in project
implementation. Owner's Engineer represents the Owner's interests to
assure project implementation according to the planned time schedule,
at the expected investment cost and in the best quality possible.
Owner's Engineer is responsible for contacts between the Owner and the
contractors, local authorities, fuel suppliers and consumers.
- Consulting in the project development
Owner's Engineer represents the Owner in the technical part of project development as Technical Advisor and conducts studies related to project feasibility. We are ready to prepare energy market studies , be involved in permitting and negotiations of Power Purchase Agreements and Fuel Purchase Agreeements. Owner's Engineer is also responsible for preparing tender documentation, organizing tender procedures, collecting offers, tender evaluation in co-operation with the Owner, contract awarding and participation in contract negotiations. - Project implementation phase
In the project implementation phase, the Owner's Engineer fulfils all the functions required by the Polish Civil Engineering Law, such as site supervision, takes measurements and accepts work progress, verifies technical documentation, monitors the time schedule and milestones and assures that quality requirements are met.
Owner's Engineer represents the Owner during workshop commissioning and handover, assists in site delivery, test run commissioning and guarantee tests. He takes part in making up list of defects and controls that the defects are removed, assists in drawing up service contracts for maintenance and overhaul of the plant. Additionally, Owner's Engineer remains in touch with such organizations as UDT (Polish Technical Supervision Office), labour safety inspectors, fire protection inspectors as well as with fuel suppliers (Polish Oil and Gas Company) and energy consumers (distribution companies, Polish Power Grid Company PSE).

rendering the services of Owner's Engineer
since 1995. We have a thorough knowledge of Polish regulations and
standards, as well as procedures and traditions followed in
international energy projects. We are ready for close co-operation with
the Owner and with Owner's financial and legal advisors. For each OE
project we establish a team of engineers, assisted if necessary by the
experts from out mother company in Denmark.

DUE
DILIGENCE SERVICES
In the privatisation process we work mainly for foreign investors while
investigating condition of power plants, CHP plants or Heat-only boiler
plants. The usual output of our work consists of:
- Assessment of technical condition of the plant
- Opinion on possible improvement and rationalization of the plant
- Assesment of investment plans
- Evaluation of performance and O&M costs
- Assesment of environmental risks
- Market situation
- Technical risk assessment
- Recommendation of issues for further investigation
WORKSHOP EXPEDITING
The range of ELSAMPROJEKT Polska activities in the field includes supervising of production time schedule as well as current checking of QC status according to Quality Assurance Plan accepted by main suppliers, especially for welding, surface treatment and protection painting. In general, it concerns aspects of production quality control, documentation and schedule compliance. A representative of ELSAMPROJEKT Polska fulfilling the function works of the owners' side. He is either permanetly present at the workship or visiting the factory on time-to-time basis.
