SERVICE CONTRACT FOR RZESZOW CCGT PLANT

The project includes preparing tender announcement and a complete tender specification as well as offer evaluation, contract negotiations and drafting the service contract in accordance with the new Public Procurement Law.

MODERNISATION CONCEPT FOR TURBINE HALL EQUIPMENT AT BELCHATOW POWER PLANT

ELSAMPROJEKT Polska in co-operation with its mother company Elsam Engineering A/S is to prepare modernisation concept for turbine hall equipment at Belchatow Power Plant.

Elektrownia Belchatow was built in the 1980s as a very modern state-of-the-art plant. Belchatow units were commissioned from 1980 to 1988. The last unit (unit 12) was commissioned 14 year ago. Belchatow's oldest units have reached approx. 130,000 hrs operation, and another six have exceeded 100,000 hrs. Through overhaul and modernisation the plant equipment has been maintained in good technical condition to achieve high availability and power generation efficiency higher than the design value.

Further operation of the plant is possible and well justified but considering the technical progress of the last quarter of a century, modernisation has become a must. Considering variuos degree of technical and moral wear of the plant equipment, the scope of modernisation allowing for further efficient operation remains an open question. Formulating a modernisation programme will be preceded by complex analyses of the options available, in order to select the optimal modernisation alternative. Belchatow Power Plant is conducting analytic studies as part of "Complex Reconstruction and Modernisation Programme for Belchatow Power Plant in 2007-2011". As part of the Complex Modernisation Programme, ELSAMPROJEKT Polska in co-operation with its mother company Elsam Engineering A/S is to prepare Modernisation Concept for Turbine Hall Equipment.

Main objectives of turbine hall equipment modernisation are to:

  • extend the total operation time of the units
  • extend the intervals between main overhauls of turbine sets
  • improve efficiency figures
  • improve availability and reliability



We believe that it is possible to achieve these goals through adopting various solutions, some of them more attractive than others. A concept including many alternative solutions will enable the Orderer to take the correct stategic investment decisions.

Preparing modernisation concept for a power plant as big as Belchatow is a unique project in the European energy sector and requires a unique approach from the contractors. It is necessary to create a team of experienced consulting engineers and to take advantage of the manufacturers' know-how. The consultant team working on the modernisation concept will include operation and maintenance specialists from state-of-the-art Danish power plants (Skaerbaek and Nordylland), which are at the moment the most efficient power plants in the world, while maintaining high availability standards.

DEFECT LIABILITY ENGINEER IN WROTKOW CCGT PROJECT

After succesful competion of the duties of Owner's Engineer for the construction of 239 MW CCGT plant in Lublin-Wrotków by the consortium of ELSAMPROJEKT Polska and ENERGOPOMIAR Gliwice, the Management of Lublin-Wrotków CCGT has decided to employ ELSAMPROJEKT alone as Defect Liability Engineer.

OWNER'S ENGINEER IN CHORZOW CHP PROJECT

In 2000, Elektrocieplownia Chorzow Elcho Sp. z o.o. awarded the Turnkey Engineering, Procurement and Construction Contract for a combined heat and power plant in Chorzow, Poland, with two hard coal fired units of 102MWe, 180MWt each to the consortium consisting of Foster Wheeler Energia Oy (a Finnish joint stock company) and Foster Wheeler Energia Polska Sp. z o.o. (a Polish limited liability company).

Elcho appointed Mott MacDonald Ltd. (a U.K. based consulting company) as a Project Owner's Engineer. Considering the specific Polish conditions and Elsamprojekt's position and abilities Mott MacDonald subcontracted such important scope of their activities as site construction and commissioning supervision and management, part of engineering review and factory inspections to Elsamprojekt Polska Sp. z o.o. In order to fulfil these obligations Elsamprojekt created a dedicated and experienced team of engineers covering three following fields: site activities, engineering review and factory inspections.

A Notice To Proceed was issued on October 31, 2000 and first civil works on site were commenced in winter 2001. The Project Schedule foresees the first firing of unit No.1 in December 2002 while the whole facility substantial completion is scheduled for October 2003.

At present the construction works are well advanced and focused on boilers' steel structures and TG foundations as well as BOP installations and systems. In parallel the Contractor is proceeding with the engineering and procurement activities.

The new Elcho CHP Plant will operate using state of art modern technologies, including Circulating Fluidised Bed boilers and Siemens manufactured steam turbines.

These technologies will ensure low emission levels while firing low quality hard coal - both aspects being quite important for the Upper Silesia region.

OWNER'S ENGINEER IN BIALYSTOK CHP PROJECT

EC Bialystok (CHP Bialystok) has decided to install a condensing turbo-set of 23 MWe in order to boost its electricity production as well as optimise the operation of existing back-pressure units especially in the low heating demand period. The turboset will be fed from auxiliary or from Unit 1 extraction header ( max. 13 bar, 260oC ).

It has been decided that this will be a split package type project with separate tenders for the various components:

  • Turboset
  • Cooling tower
  • Electrical (transformers, switchgear, etc.)
  • Pumping station
  • Other

ELSAMPROJEKT scope is:

  • Verification / preparation of technical part of package tender specifications
  • Evaluation of offers
  • Contracts review prior to signing
  • QC activity during manufacture and construction
  • Supervision of commissioning
  • Supervision of performance tests

On this project ELSAMPROJEKT is working in a team with ENERGOINWEST Bialystok S.A. (daughter company of EC Bialystok) and EC Bialystok staff.

OWNER'S ENGINEER IN RZESZOW CCGT PROJECT

A "turn-key" Contract for the erection of a CCGT plant has been signed between Elektrocieplownia Rzeszow (Rzeszow CHP Plant) and the consortium Lurgi Lentjes - Ansaldo. The plant has a capacity of 95.75 MWe and 76.3 MWt and the takeover for commercial operation is expected in January 2003.

On 23 January 2001, the consortium of Elsamprojekt Polska and Energopomiar signed a Contract with Elektrocieplownia Rzeszow for the performance of the services of Owner's Engineer. We are responsible for the comprehensive supervision of the erection works from the technical, financial, legal and contractual side. The scope of work include the verification of the design works, the inspection of equipment delivered, the inspection of the civil and erection works, control of the progress of the works according to the time schedule and acceptance of the payments, and participation in the tests of the unit.

From the technological point of view, Elsamprojekt Polska is responsible for the gas turbine and the HRSG (heat recovery steam generator). When necessary, Elsamprojekt Polska is supported by Danish experts from its parent company Elsam Engineering A/S.
